Walsh Construction to build Pure Water Project Las Virgenes–Triunfo

Walsh Construction has been approved to finalize design and begin construction on the Pure Water Project Las Virgenes–Triunfo, a $303.7 million initiative that will create a local, drought-resilient drinking water supply for communities across western Los Angeles County.

The Las Virgenes–Triunfo Joint Powers Authority (JPA) unanimously approved a contract amendment this week, authorizing Walsh to deliver the final design, construction, and commissioning of an Advanced Water Purification Facility and associated major pipelines.

“This is about future-proofing our region against climate change and water supply challenges,” said JPA Vice Chair Andy Coradeschi. “By creating a local source of drinking water, we are investing in the resilience and long-term reliability of this region.”

The project represents the JPA’s largest infrastructure investment to date. Once operational, it is expected to supply up to 30% of the region’s drinking water, reduce reliance on imported sources, eliminate recycled water discharge to Malibu Creek, and improve resilience to drought.

This is Walsh Construction’s fourth design-build plant of this type. Blayne Goodman, Walsh vice-president, said the team is prepared to deliver a facility that meets environmental and operational standards while ensuring community needs are addressed.

Construction is scheduled to begin in early 2026, following a preconstruction phase that involved coordination with Las Virgenes Municipal Water District and Triunfo Water & Sanitation District staff. Walsh will also support community outreach efforts, including public information events, traffic updates, and a planned groundbreaking ceremony.
