The fiscal year 2024 recommended budget Raleigh City Council at the May 16 meeting includes a $554-million capital improvement program.
During the FY2024 presentation, the City Manager emphasized that her proposed budget focused on the theme of “Connecting our Community.” The FY2024 process began in the fall of 2022 with a renewed focus on equity and engagement. During the process, staff were challenged to demonstrate how programs and services advanced equity. In addition, the City launched engagement opportunities to encourage the community’s diverse voices to voice their thoughts through a Community Budget Survey and four focus groups held throughout the city. Staff collected 3,107 surveys, a 275 percent increase from the FY2023 effort.
The proposal includes continuous investments in the city’s affordable housing efforts; improvements to bridges, roadways, traffic signals, streetlights, and ADA improvements to sidewalks to enhance community mobility; systemic investments in the City’s technological infrastructure, enhances community engagement, and advances equity across the organization and community.
Budget Highlights:
- $7.8 million for affordable housing creation with an additional $703,363 for operating needs associated with the 2020 voter-approved $80 million Affordable Housing Bond;
- More than $490 million in capital investments in water, stormwater, convention center/Martin Marietta Performing Arts Center, parks maintenance, technology, and general public improvements, affordable housing, and transportation. This funding is critical to support necessary capital improvements that ensure organizational effectiveness and excellence in customer service to our community.
Starting on June 5, City Council will hold budget work sessions each Monday in June (except June 19) at 4 p.m. to deliberate the Manager’s proposed budget. A public hearing will be held on June 6 at 7 p.m. at the regular evening City Council meeting. Residents wishing to speak at the public hearing may sign up on the City website.
