The Illinois Capital Development Board (CDB), in partnership with the Illinois Department of Corrections (IDOC), is embarking on a transformative $900 million project to build two new correctional facilities designed to foster rehabilitation and reintegration.
The state is now seeking a qualified Construction Management and Owner’s Representative team with experience in correctional facility projects to lead the coordination and oversight of the design and construction phases. Click here for more information about the qualification process.
CDB will issue a solicitation for a Construction Management and Owner’s Representative team, with a Professional Services Bulletin expected to be released on or after Nov. 19. Firms interested in being considered for this role must be pre-qualified with the CDB by December 16, 2024, to be eligible for the initial solicitation. The pre-qualification process can take up to 45 days.
The project, which will create two state-of-the-art 1,500-bed correctional facilities, is a major investment in the state’s criminal justice system and its commitment to improving rehabilitation efforts. One of the new facilities will house men, and the other will house women, with both designed to support individuals across multiple security levels, including minimum, medium, and maximum security.
The new facilities will incorporate therapeutic spaces that provide medical, mental health, and dietary services, as well as recreational and educational programs aimed at fostering rehabilitation.
The goal is to create environments that support not just incarceration but also reintegration into society. IDOC emphasizes that these facilities will not only help in the rehabilitation of those incarcerated but also contribute to the economic development of the surrounding communities by creating jobs in construction, design, and future operations of the facilities.
The Construction Management and Owner’s Representative team selected for this role will not be eligible to participate in future design and construction contracts related to the project.
While this initial solicitation focuses on management and oversight, additional solicitations for the design and construction of the facilities will follow. These future opportunities will allow other firms to join the project, with further details expected to be released over the coming months.
The new correctional facilities are part of a broader effort by IDOC to modernize the state’s infrastructure and improve its rehabilitative efforts.
