Winning the school construction contract by winning the local referendum

Contractors, subtrades and suppliers hoping to win Indiana school construction projects first need to win a popular vote referendum — and this isn’t an easy task.

Under 2008, Indiana law, projects valued at more than $10 million must be approved through a popular referendum.

Most fail, but some succeed — and the indicators of success include preparation, planning, the school district size and whether there has been a previous attempt at winning the vote.
