Clark Pacific breaks ground on 110-acre prefabrication plant in Arizona

COOLIDGE, Ariz. — Clark Pacific, a design-build manufacturer of prefabricated building systems, has broken ground on a 110-acre manufacturing plant in Coolidge to address growing demand across the Southwest and Mountain West.

The facility will be constructed in phases, with final completion expected by spring 2027. Once fully operational, the plant will triple the company’s overall production capacity. To meet immediate market needs, Clark Pacific is utilizing a temporary facility on-site to begin manufacturing while permanent construction progresses.

The expansion comes as the commercial construction industry increasingly turns to prefabrication to combat labor shortages, compressed project schedules, and rising costs. By manufacturing major structural components for large projects—such as data centers, parking structures, and advanced manufacturing facilities—in a controlled factory environment, developers can improve cost certainty and reduce on-site risks.

“Our new Coolidge plant expands our capacity and allows us to better serve customers throughout the region,” Donald Clark, co-CEO of Clark Pacific, said in a Sept. 3 statement. “By manufacturing building components off-site, we can help deliver projects more efficiently while reducing disruption on the jobsite.”

The Coolidge plant is expected to be a significant economic driver for Pinal County. Clark Pacific has already filled 30 manufacturing and engineering roles at the site and plans to hire an additional 70 employees by the end of the year.

“We are proud to be a part of the Coolidge community,” Clark said. “The city has been extremely welcoming and supportive, and we’re excited to bring new jobs to the community.”

Regional economic leaders highlighted the plant’s strategic importance for the rapidly growing area. Christine Mackay, president and CEO of the Greater Phoenix Economic Council, noted that the facility will provide developers with the resources needed to keep pace with regional demand.

“The jobs and investment will have effects in Coolidge and beyond, helping strengthen the city’s economic base while enhancing its connectivity throughout Pinal and Maricopa counties,” Mackay said.

Sandra Watson, president and CEO of the Arizona Commerce Authority, called the new facility a “major win for rural Arizona and Pinal County” that will strengthen the state’s growing manufacturing sector.

The Coolidge site joins Clark Pacific’s existing California facilities in Woodland and Adelanto.
