PCL Construction Services, Inc. and Fengate Asset Management are celebrating two accolades for the Clackamas County Courthouse Replacement Project at the 2024 P3 National Awards. The project received the Best Social Infrastructure Project award and the Environmental Impact Award, recognizing its successful collaboration and sustainable design.
The Clackamas County Courthouse Replacement Project is Oregon’s first public-private partnership (P3) project. The new courthouse will replace the existing structure, built in 1936 for a population under 50,000. The modern replacement will accommodate the county’s current population of over 420,000 and meet LEED Gold certification standards.
“This project sets a new benchmark in sustainable, efficient, and community-centered design and construction that we hope will inspire future projects across the state and beyond,” Jon Kindrachuk, PCL senior project manager, said in a statement.
The project incorporates numerous sustainability features, including photovoltaic panels, high-efficiency equipment, and electrified systems. These features are expected to reduce electricity use by 53.4%, natural gas use by 88.1%, and greenhouse gas emissions by 62.2% annually.

The Clackamas Progress Partners consortium, led by Fengate Asset Management and comprising DLR Group, PCL, and Honeywell, was awarded the contract to design, build, finance, operate, and maintain the new 257,000-sq. ft. courthouse in 2022. Construction is slated for completion in 2025.
